Norwich is a success story. A city which seamlessly combines the historic with the modern – a vibrant urban centre with a thriving economy and cultural scene.

Norwich is one of the UK’s great historical cities – a regional economic and cultural powerhouse. It’s a vibrant, proud and creative city – a success story for almost 1,000 years. Despite the challenges which have come our way in recent years, that success will continue.

Over the next 20 years, there will be increasing pressure on our city environment and infrastructure, with significant changes to how people work, learn, live and travel – changes which are likely to be exacerbated by the impact of Covid.

As the city council we want to lead that change, not follow it. Against a backdrop of huge national and international issues such as the long-term implications of the pandemic, Brexit, climate change, and the need to address inequality, we must make sure Norwich is a shining example of medium sized cities across the globe.

This is not something the council or any one organisation can do alone. The whole city – its people, businesses and institutions – will need to work together to make the 2040 city vision a reality.

Norwich City Council is a progressive, forward-looking authority. A council which is proud of its history and ambitious for its future.

Like all local authorities, we’re not without our challenges but, set against a backdrop of reducing funding, we’ve been coming up with new ways to deliver sustainable services going forward. We now stand at the forefront of an exciting forward agenda and our willingness to do things differently needs to continue to develop at scale and at pace.

Finance in the City

Finance is at the heart of all our activities, and we are just as keen as our taxpayers to use our resources wisely to deliver maximum benefits. Our finance team are busy and growing. Our transformation projects (Future Shape Norwich) have required the creation of a new position in finance, and we also want to permanently recruit to other key management positions.

There is much for the city council to achieve for Norwich as a place – for its people and businesses. We are looking for innovative, finance professionals to help achieve our vision for the council and the city. Following the appointment of a new senior leadership team in April 2021, a restructured finance service is preparing to drive forward several exciting opportunities.

Norwich City Council is an award-winning and inventive organisation with a huge ambition for both the place and the people who live here. We house 25% of city residents in 15,000 council dwellings, have several growing wholly owned companies and are regenerating the city following our success in attracting £25m of Towns Fund resources.

The Council’s transformation programme, initiated by our new Chief Executive, will see all our services reviewed to identify new ways of delivering services that better meet the needs of our customers as well as ensuring financial efficiency. This draws on the approach set out in our Covid 19 action plan. Our Corporate Plan is also being refreshed and this will align with the Council’s city vision 2040.

Closer to home the contract for our finance and HR systems are approaching the point where we are thinking about our next steps; and so, whether as a key user in the Corporate Business Partner and Project Accountant roles or playing an even more pivotal role in supporting our use of these core business system as the Finance and Business Systems Manager, your involvement is critical.

Of course, we face the same challenges as other council’s – doing more with less has been necessary in the face of funding reductions, the uncertainty of changes to the local government finance system, and of course recovering from the financial impact on the Council from Covid. Nevertheless, the council’s ambition for Norwich is undiminished and we are working hard to continue to deliver the services our residents and businesses require.

Norwich is a lovely city to work in and the surrounding areas have something to offer everyone, but we are also willing to consider hybrid ways of working that enable the flexibility we have achieved over the last 20 months or so.

These are all value-adding roles with significant exposure to key stakeholders and opportunities to influence innovative and diverse projects and policies. You will be pivotal in continuing to evolve the service and deliver a proactive finance business partnering approach.

We are looking for candidates with a modern outlook on financial management, a focus on collaborative team effort, and a passion for delivery. Technical financial aptitude is always essential, but to make a success you’ll need the communication skills to impress and influence up to corporate leadership team and Member level.
